Two notes on the RC time change

Hard strings freeze:Between now and July 16, it will be implementedHard String Freeze- No strings may be changed and no new strings may be submitted. This is to give the Polyglots team time to translate WordPress 6.6 into as many languages as possible before the final release.

Signed by both authors: RC stage commits also require two core committers to sign off on each merge. Since the Release Candidate should be ready, only major fixes and approved tasks should be merged at this late stage.
