My WordPress plugin can only be activated when a specific plugin is activated, is that ok?

How do I make my WordPress plugin activate only when a specific plugin (e.g. WooCommerce) is active?
I want my plugin to be activated only if other plugins (e.g. WooCommerce) are already active.
If this condition is not met, the plugin should display an administrator notification in the plugin list (e.g. reminding the user to activate WooCommerce)...

Wish to remove the smooth scrolling effect

Anchor links are set up on all pages of the site. When I click on a menu contact item, it scrolls smoothly to the "Contacts" section. I would like to remove the smooth scrolling effect and redirect directly to that section instead of scrolling slowly to the bottom of the page.
