Demonstration of the hover effect of the rotating image

I want the images in my post rotation to be slightly blurred and faded, with the title displayed more clearly above the image. I would also like the title to have an animated underline effect on mouse hover. Any suggestions as to how to do this? What theme or plugin to use?
